Joe Pecsi has worked in the law enforcement community for 33 years. He started his law enforcement career in 1974 with the Fullerton Police Department in Orange County, California. In 1978 he left Fullerton to live in the Eastern High Sierra, working for the Bishop Police Department. In 1985 he was hired by the California Department of Fish and Game as a Game Warden.
He left the Department of Fish and Game as a Captain in 2002, becoming the Chief of Police for the City of Bishop. Joe retired as the Chief of Police in 2007. He has a Bachelor’s Degree, Community College Teaching Credential, is a graduate of Command College Class 24 and P.O.S.T. Certified Instructor in various law enforcement topics.
Joe Pecsi has an extensive background in training a variety of subjects from civilians to the law enforcement community. He is certified to teach in the P.O.S.T. Basic Law Enforcement Academy. He has taught basic firearms training since being certified as a Hunter Education Instructor in 1975. He is a F.B.I. and P.O.S.T. certified Firearms and “Train the Trainer” Instructor, teaching and certifying law enforcement officers and civilians for the past 30+ years. Over the past 20 years Chief Pecsi has taught courses at various colleges, academies and private institutions, and governmental agencies.
Joe Pecsi worked on various state agency committees and was involved in the development of the California Standard Emergency Management System (SEMS) for the managing of all risk, all hazard, and disaster emergency responses. He is an instructor and “Train the Trainer” for the Standard Emergency Management System (SEMS). He has instructed and certified hundreds of people in the formation and functioning of an Emergency Operations Center (EOC), implementation of the National Incident Management System (NIMS), Incident Command System (ICS) and Hospital Incident Management System (HICS). He has developed, implemented and evaluated countless drills and exercises training scenarios for emergency responders. He was instrumental in developing the Emergency Operations Plan for Inyo County and the City of Bishop.
Joe Pecsi is a Life Member of the National Rifle Association (NRA) and the California Rifle and Pistol Association (CRPA).
